Q: Which Microsoft TSCAL license is needed for the ACP thin Clients: Per Device or Per User? We installed 20 Per-User CALs on the Terminal Licensing server, but the Thin Clients have not consumed any licenses – so now we're wondering. ACP's documentation says "Per Seat" is required, but this is vague since I believe this can mean either Device or User....
A: You can use either.
The Per Device is the NT 4.0/2000 license model that is tied to the hardware. It is the method most people use.
The Per User is new with 2003 and is supposed to be tied to the user account. It is less vigorously enforced at this point and is often used by people because of that. Its use is perfectly legal as long as a TSCAL is available for each client (thin and fat).
The lack of consumption may be that the temporary period has to expire before a permanent TSCAL is issued
Also, you may want to point the terminal servers to the licensing server in the Terminal Services Configuration.
Go Start>Programs>Administrative Tools>Terminal Services Configuration.
Highlight the Server Settings and double click on the License server discovery mode.
Select Use these license servers and enter the name of your license server. That will make sure the terminal server is connecting to the right license server.
